Panasonic TOUGHBOOK 33 (CF-33 mk4) review: which mark are you buying, and what does the footnote take away?

A 12-inch fully rugged detachable whose IP65 rating needs both batteries and whose 5G option rules out every vehicle dock. Every figure here is Panasonic's.

What it is

A 12-inch fully rugged detachable 2-in-1 with a 3:2 sunlight-viewable display, twin hot-swappable batteries and a detachable Premium or Lite keyboard. Backward compatibility with TOUGHBOOK 31 vehicle docks, via a dock adapter, is not a footnote to the product — it is the product for a large part of its installed base in policing and emergency services.

Design & Build

Which Toughbook 33 are you actually looking at?

Four marks, one chassis, nine years. The CF-33 has run from 7th Generation Intel silicon to 13th Generation on essentially the same body: mk1 with Core i5-7300U / i7-7600U vPro, mk2 with i5-10310U / i7-10810U vPro and a 10 Gbps USB-C, mk3 with i5-1245U / i7-1270P and Thunderbolt 4, and the current mk4 with i5-1345U / i7-1370P vPro, Thunderbolt 4 at 40 Gbps and Intel Iris Xe graphics.

"We run Toughbook 33s" tells a procurement officer almost nothing. The mk1 and mk2 rows come from Panasonic Connect North America's own mk1-vs-mk2 comparison guide; the mk4 row from Panasonic Connect North America's mk4 spec sheet. The mk3 processor row is reseller-sourced and carries a verification flag — we do not treat reseller-sourced specifications as citable until traced to a manufacturer document.

On this unitThe row that matters most is the last one. Panasonic's mk1/mk2 comparison guide cites MIL-STD-810G. The mk4 spec sheet cites MIL-STD-810H Method 516.8. These are different revisions of the standard with different procedures. A fleet comparing an mk2's drop rating against an mk4's is comparing results from two different test standards, and no one selling either device is likely to mention it.

Chassis and sealing — the batteries are part of the seal

A magnesium-alloy detachable slate rated IP65 — dust-tight and protected against water jets — with MIL-STD-810H drop testing. Panasonic states the base model was tested by a national independent third-party lab following Method 516.8 Procedure IV for transit drop, and IEC 60529 sections 13.4, 13.6.2, 14.2.5 and 14.3 for IP.

The critical qualifier sits in the same footnote: the IP rating requires both batteries fitted in the tablet. This is the most consequential sentence on the spec sheet and it appears nowhere in the marketing.

On this unitA CF-33 running on one battery — a routine state during a hot-swap, or in any fleet that has lost half its battery inventory over a nine-year deployment — is not a device with a published IP65 rating. We have not run an ingress test of our own.

Keyboard and input — Premium and Lite are structurally different

Two detachable keyboards. The Premium keyboard carries the function keys, the I/O ports, the carry handle, and the ability to reverse-dock into convertible mode. The Lite keyboard does not.

Panasonic footnotes this explicitly: Fn keys, I/O ports and reverse docking into convertible mode are Premium-only. A fleet that specifies Lite keyboards to save budget loses ports and a usage mode, not just key travel.

On this unitFrom the mk2 onwards, SKUs ship as tablet-only and the keyboard is a separate purchase — worth knowing when comparing quotes against an mk1-era baseline.

Display

Display — 3:2 is the quiet advantage

A 12.0-inch QHD (2160 × 1440) panel in a 3:2 aspect ratio with sunlight-viewable technology.

For the forms, reports and records-management applications that dominate policing and utility work, a taller display shows more of a page. Panasonic's own framing here is right.

On this unitThe 3:2 shape also drove the dimensions that make TOUGHBOOK 31 dock compatibility possible. QHD at 12 inches is a high pixel density for a rugged device. We have metered nothing.

Performance

Compute and thermal management — a P-series part in a fanless slate

A Core i5-1345U, or an optional Core i7-1370P vPro, with Intel Iris Xe graphics supporting up to four displays.

The i7-1370P is a 28W-class P-series part. Putting it in a sealed fanless 12-inch slate is a materially different thermal proposition from putting it in a 14-inch clamshell.

On this unitThe same silicon pairing appears on the Toughbook 55 mk3, and the same observation applies. Panasonic publishes no throttling profile, and we have loaded nothing.

Memory and storage — the heated drive, and what the quick-release SSD drags with it

16GB or 32GB of DDR4, with an SSD carrying a drive heater — present since the mk1 — and an optional quick-release SSD allowing removal without opening the chassis.

The drive heater is what makes the −29 °C claim credible, since NVMe drives have a higher cold floor than the rest of the machine. Storage removability is what makes device-level data sanitisation practical at scale in regulated fleets.

On this unitThe quick-release SSD is not a standalone option: Panasonic states it comes bundled with an insertable smart card reader and long-life batteries, adding a bump-out and 1.3 lb. You cannot buy drive-removability on its own. Panasonic also notes that removing the SSD requires training, approval or purchase of a no-return service SKU — without it, damage incurred is out of warranty and ineligible for advance exchange.

Battery

Power — twin hot-swap, and a five-year availability commitment

Twin hot-swappable batteries, user-exchangeable without tools, claimed up to 15 hours, with Panasonic committing to battery availability for five years after the device's availability ends.

A five-year parts commitment in writing is genuinely useful and few vendors make it. The mk3 spec sheet states the benchmark as MobileMark 25 at 250 nit connected to Wi-Fi, which is a properly disclosed condition.

On this unitThe exclusions are severe. Long-life batteries add a bump-out that prohibits convertible mode, and are incompatible with the Gamber-Johnson tablet vehicle dock when using a rotating hand strap, and with the TrimLine tablet vehicle dock. A unit originally ordered with standard batteries requires a hardware retrofit to move to long-life batteries — not a swap a fleet can make in-house.

Ports & Connectivity

Ports and I/O — configurable, one option per bay

On the tablet: one USB-A at 5 Gbps, an optional second at 0.5 Gbps, one USB-C at 10 Gbps (Thunderbolt 4 on the mk4), a 3.5 mm audio port and the docking connector. The Premium keyboard adds three more USB-A.

The equipment a police or utility fleet connects to is frequently older than the machine, and a dongle is a thing to lose in a ditch.

On this unitConfigurable options across the configuration port and the business expansion module include true serial, barcode reader, fingerprint reader, and insertable or contactless smart card CAC readers — with Panasonic stating one option is exclusively possible in the configuration port and the business expansion module respectively.

Expansion, and the exclusion set — 5G costs you the dock

One option per bay, with a compatibility matrix whose constraints compound: the quick-release SSD forces a smart card reader and long-life batteries; the long-life batteries block convertible mode and two dock configurations.

And then the largest one. Panasonic states the 5G EM9190 modem is not compatible with any tablet vehicle dock, the rotating hand strap, the quick-release SSD, or the insertable smart card reader.

On this unitFor a police or emergency-services fleet — the CF-33's core market — the vehicle dock is not optional equipment. Specifying 5G on this device means giving up vehicle docking. That is not a trade-off buried in a compatibility matrix; it is a fork in the deployment model, and it appears in footnote 12.

Radios and antennas — designed for a metal cab

Wi-Fi 6, Bluetooth, optional 4G or 5G, optional dedicated GPS, and a dual pass-through antenna option for vehicle installations.

Pass-through antennas are essential in a magnesium chassis inside a metal cab, and antenna design is one of the genuine differentiators of the Toughbook line.

On this unitPanasonic markets enhanced voice recognition for in-vehicle use and a stereo speaker loud enough to work over sirens, which is an unusually specific and credible design target. We have not measured speaker output.

Read together, the parts describe a machine bought for its dock estate and its 3:2 panel, then bounded by a compatibility matrix that compounds: batteries gate the IP rating, long-life batteries gate convertible mode and two docks, and 5G gates docking entirely. Whether the sealed fanless chassis holds its clock and its seals through a working year is exactly what this page cannot yet tell you.

Claims, checked

IP rating — IP65 (manufacturer claim, unverified by us, conditional on both batteries)

The first digit, 6, is the solids rating and it is the top of that scale: dust-tight, no ingress at all.

The second digit, 5, is water projected from a 6.3 mm nozzle from any direction. It covers rain and hosing, not immersion.

Footnote 2 of the mk4 spec sheet states the IP rating requires both batteries in the tablet, and cites IEC 60529 sections 13.4, 13.6.2, 14.2.5 and 14.3. Panasonic's European product pages describe the device as officially IP65-rated with no such qualifier. A single-battery CF-33 does not carry the published rating.

MIL-STD-810

Panasonic states MIL-STD-810H Method 516.8 Procedure IV, transit drop, base model, tested by a national independent third-party lab. MIL-STD-810 is a method, not a certification, and compliance is self-declared.

The revision and the height both move. Panasonic's own mk1/mk2 comparison guide cites MIL-STD-810G; the mk4 spec sheet cites 810H Method 516.8; Panasonic Connect Europe's current mk4 product pages state MILSTD810G while the same site's series page states 810H. On height, Europe states 150 cm including the keyboard; North America's comparison guide states 4 feet (≈122 cm), with 5 feet (≈152 cm) tablet-only — the European claim of 150 cm including keyboard directly contradicts the North American position that the keyboard-attached figure is the lower one. Provenance conflicts too: the North American sheet cites a national independent third-party lab, while Panasonic Connect Europe's mk4 Solution Guide of September 2025 footnotes the IP65 claim as tested at the Panasonic factory and not guaranteeing against damage or malfunction.

Operating temperature and other claims

The published operating range is −29 °C to +63 °C. The SSD drive heater, present since the mk1, is what makes the cold end credible — NVMe drives have a higher cold floor than the rest of the machine.

The optional i7-1370P is a 28W-class P-series part in a sealed fanless 12-inch slate. Panasonic publishes no throttling profile and we have measured no surface temperature.

Hazardous-location approval is per-SKU. Require the Class 1 Division 2 certificate against the exact model number quoted, not against the family.
